2000年に学校教育法施行規則が改正され、職員会議の位置づけが変わった。改正前は職員皆で決めていたものが、改正後は校長の権限が強化された。学校がより独裁的に運営できるようになった。

In 2000, the Enforcement Regulations of the School Education Law were amended, and the position of the staff meeting was changed. Before the revision, decisions were made by all staff members, but after the revision, the power of the principal was strengthened. Schools are now able to operate more autocratically.
